Ķemeri

Part of Jūrmala. locally just “The spa town by the national park”

Long Story ShortReadHide
  • What it is: Jūrmala's historic spa town at the far western end, by Ķemeri National Park, with sulphur springs, a grand ruined sanatorium and a restored resort park, the quietest and cheapest of the four districts.
  • Who it suits: nature lovers and quiet seekers who want a national park at the doorstep and Latvia's most affordable Jūrmala prices, and do not need shops, dining or a fast commute.
  • What it costs: the cheapest end of the coast, about 812 EUR / m² ≈ $90 / sq ft at the low-end city anchor, well below the beach strip.
  • What people complain about: the remoteness and the longer ride to Riga, the near-absence of shops and dining, and the landmark sanatorium still standing shut.

First impressions

Ķemeri is a spa town that time slowed down. A small, spread-out settlement sits around the railway station and the resort park, roughly 40 km west of Riga at the edge of Ķemeri National Park. The vast neoclassical Ķemeri Sanatorium, the white ship, stands empty on the skyline, with the restored Kūrorta Parks, the water tower and bog-and-forest trails around it. It is calm, green and low-key.

It carries far less of the wealthy second-home swing than the eastern villa strip. This is the quietest, most local end of Jūrmala: a small year-round community of about 2,200, plus visitors to the national park and the remaining sanatoriums.

The honest caveat is that it is genuinely remote and quiet, to the point of sleepy. It is the western end, longer to Riga, with minimal shops and dining, and its landmark building is still closed.

Who lives here, and what the streets look like

Ķemeri is a small, year-round community with a nature-and-heritage character, not a resort-buzz one. There is little of the moneyed holiday-house churn of Dzintari or Bulduri; people here are locals, and the visitors come for the park.

The streetscape is a low, green, spread-out spa settlement: the station, the resort park, the water tower and the shuttered sanatorium, with bog and forest closing in around the edges. It is a place to walk trails, not high streets.

Getting around

Ķemeri has its own station on the same line, but it is the far western end: trains are less frequent, and Riga is a longer ride, roughly 45 minutes or more, than from Majori. In practice it is car-or-train dependent, with the national park at the doorstep as the compensation. It is flat and pleasant to walk in, but a spread settlement, so the station and services are far apart.

Daily life

Everyday shopping is very limited: this is a small spa-and-nature settlement, not a retail centre, so residents drive or take the train east for a full shop. For food delivery, Wolt and Bolt Food serve Jūrmala, but honestly their coverage thins out here at the western end, well away from the central Majori-to-Bulduri belt, and drops further off-season. Plan for a self-catering, trip-to-town rhythm rather than delivery on demand.

The district's signature: a Ramsar wetland of raised-bog boardwalk, forest and spring trails, with the Meža māja information centre at Ķemeri, LV-2012.

A small café by the resort park and info centre, the district's easy coffee stop on a walk. Verify a named, year-round venue and address on Maps before a visit; Ķemeri's daily café life is genuinely thin.

A well-regarded beachfront restaurant a few stops east in Dubulti; noted honestly as the nearest real kitchen, since Ķemeri has effectively none of its own.

Schools and families

Ķemeri is a small settlement, so families here draw on the wider Jūrmala school network to the east rather than a full local set of schools. Latvia has a per-school ranking, built on centralised-exam results, that is not drawn to neighborhood lines. It is the sort of gap we would rather flag than fill, which is part of why we build these Jūrmala guides the way we do. Check the specific schools and their admission before you sign a lease or purchase.

Kids Restricted. Wonderful for outdoors-minded children, with the bog boardwalk, forest and resort park at the doorstep, but remote, thin on daily services and schools, and very quiet in winter, so most families base further east.

Pet Friendly. The strong suit here: national-park trails, quiet streets and the resort park make it excellent for dog-walking. The nearest sea-dog area is at Dzintari, and the 2024 city beach rule applies, leash-only from 1 Nov to 31 Mar and banned from 1 Apr to 31 Oct.

Green space, leisure and eating out

Green space is Ķemeri's entire case, and it is a strong one. Ķemeri National Park, established in 1997 and covering 381.65 square kilometres, brings the famous raised-bog boardwalk, forest and spring trails, and the historic Kūrorta Parks, restored between 2019 and 2021, adds paths, bridges and the water tower, with the sulphur-spring and mud-spa heritage behind it all. Eating out, by contrast, is effectively absent in-district; the nearest real kitchens are a train ride east in Dubulti and Majori.

What it costs

Ķemeri is the affordable end of Jūrmala. No Ķemeri-only figure is published, so we show the city's low-end anchor, about 812 EUR / m² ≈ $90 / sq ft for the cheapest Jūrmala apartments (Investropa, 2024 to 2025), well below the beach-strip premium; the Ķemeri-specific figure is a data gap. Rent is reported only as listings and supply is scarce, so we show the cheapest end of the city band, about 900 EUR / mo (Latio and EstateLatvia, 2024), as a labelled snapshot, not a median.

The honest downsides

It is remote and quiet to the point of sleepy. Ķemeri is the western end, a longer ride to Riga, with minimal shops and dining, and its landmark sanatorium still stands shut.

It is off-the-map in winter. The park is glorious, but this is not for anyone wanting walkable resort buzz or easy daily services; out of season it is genuinely still.

Crime and safety

Latvia publishes recorded crime by municipality, in CSP table NOR020, but no clean per-district or per-year Jūrmala figure was retrieved here, so the national picture stands in. Nationally, Latvia recorded 35,609 crimes in 2023, roughly 191 per 10,000 inhabitants, and it carries the EU's highest homicide rate at about 4.2 per 100,000. Ķemeri is a small, remote and year-round community that sees the resort's summer footfall swing least of the four districts, so the everyday picture is quiet; treat any seasonal note as qualitative, since no Jūrmala series was sourced.

Is this you?

If you want a national park at the doorstep, spa-town heritage and Latvia's most affordable Jūrmala prices, and you do not need shops, dining or a fast commute, Ķemeri is the coast at its most peaceful. If you want walkable resort life, shops and a quick train to Riga, Majori at the eastern end is the opposite choice and the better fit.

How we source this

How we put this together. Gathered on the ground by our local field team and written up by the Apraiz research team. Every figure above carries its own source and date. The scores are not computed by the build; walking and transport will use open map and transit data first, then Apraiz's own model. We update prices quarterly, transport and amenities twice a year, and school data when the source publishes.
