Haabneeme

Part of Viimsi. locally just “Viimsi keskus”

Long Story ShortReadHide
  • What it is: the town-like heart of Viimsi Parish, a low-rise garden-city expansion of new apartment blocks and family houses, with the peninsula's two shopping centres, its schools and its spa all in one place.
  • Who it suits: well-off commuters and young families who want a green, coastal suburb with services on the doorstep and can accept a bus-only, car-first way of getting into Tallinn.
  • What it costs: one of Estonia's dearer municipalities, about 3 461 EUR / m² ≈ $370 / sq ft to buy at the Harju county average.
  • What people complain about: the whole peninsula funnels onto a few roads, so the morning commute bottlenecks, and Viimsi carries a premium over inland Harju suburbs.

First impressions

Haabneeme is where Viimsi looks most like a town. It is the parish's largest settlement, about 7,139 people, and its administrative and commercial centre, roughly 9 km north-east of central Tallinn on the Viimsi peninsula. The plan began in the 1960s as a garden-city expansion, and it still reads that way: low apartment blocks and terraced and detached houses threaded with greenery, not a dense urban core.

The civic fabric was built out in waves, a shopping centre in 1976, a hospital-polyclinic in 1979, the high school in the early 1980s, and then a new two-storey shopping centre with a Selver hypermarket in 2015. Today it is affluent, green and well-served, with the Gulf of Finland shoreline a short walk away.

Who lives here, and what the streets look like

Haabneeme concentrates the parish's apartment buyers and renters, where the villages further out are detached-house territory. The people here are well-off commuter households, young families and professionals working in Tallinn. Viimsi as a whole is repeatedly described as the wealthiest municipality in Estonia, and Haabneeme is where much of that new apartment stock sits.

The streetscape is low-rise and green rather than urban. Newer blocks and family homes sit among trees and open ground, with the shopping centres and schools clustered at the centre rather than spread along a continuous high street. It is comfortable and calm, and the coast is never far.

Getting around

Haabneeme runs on buses. Bus no. 1 and 1A link Tallinn's Viru centre to Viimsi keskus, an average ride of about 30 minutes into the city, and county bus no. 114 runs from Tallinn's Balti jaam through Haabneeme to Rohuneeme. There is no rail, no tram and no metro. The buses are frequent, but the honest limit is geographic: the whole peninsula empties toward Tallinn on a handful of roads, so the morning commute bottlenecks despite that 30-minute average, and a car is the default for most households.

Daily life

Everyday shopping is the strongest in the parish and is concentrated in two centres. Viimsi Keskus carries the Selver hypermarket, a pharmacy, a bookstore, MyFitness and eateries, and the separate Viimsi Kaubanduskeskus adds more, both in Haabneeme. That makes the weekly shop easy and is the reason the shopping score here is the highest of the three Viimsi areas. For food delivery, Wolt and Bolt Food both reach Haabneeme, and a Haabneeme pub like the Black Rose lists Wolt delivery, but Viimsi sits at the edge of the Tallinn delivery zone, so choice is thinner and waits are longer than in the city, and coverage gets patchier the further out on the peninsula you go.

Schools and families

Haabneeme holds the parish's schools and health services, and it is the family hub of Viimsi. Estonia publishes no per-school quality ranking. It is the sort of gap we would rather flag than fill, which is part of why we build these Viimsi guides the way we do. Check the specific schools and their admission before you sign a lease or purchase.

Kids Friendly. The parish's schools, health services, the Viimsi SPA and the Atlantis H2O aquapark are all clustered here, and the beaches are minutes away.

Pet Friendly. Coast, beaches and forest sit on the doorstep and the streets are low-rise and quiet, so a dog is easy to keep happy here.

Green space, leisure and eating out

Green space and water are Haabneeme's inheritance. The Gulf of Finland coastline and beaches are minutes away, forest edges the settlement, and the Viimsi SPA and the Atlantis H2O aquapark form a proper leisure cluster. The open-air Museum of Coastal Folk is a short hop north in Pringi. Eating out is modest for the size of the place, leaning on the spa's Black Rose Pub and the cafés around the centre rather than a dense restaurant strip.

What it costs

Viimsi is one of Estonia's more expensive municipalities, and Haabneeme's newer apartments carry a premium over inland Harju suburbs. There is no published per-district registry median, so we show the Harju county apartment average of about 3 461 EUR / m² ≈ $370 / sq ft (kv.ee, July 2025) as the closest defensible figure, and note that Viimsi's own listing levels run higher, roughly €3,050 to €3,632/m². Rent has no official per-area index in Estonia; aggregator listings across the parish span a wide €500 to €2,900/mo depending on size, so treat any single rent figure as indicative rather than a headline. For a registry median, the Land Board transaction database is the number to pull before you commit.

The honest downsides

Car-dependence and one-way-in congestion. The peninsula empties toward Tallinn on a few roads, so the morning commute bottlenecks even though the average bus ride is only about half an hour. It is bus-only, with no rail or tram, and most households run a car.

The price. Viimsi is one of the dearest municipalities in the country, and Haabneeme's new-build apartments sit at the top of that. The same budget buys more space in an inland Harju suburb.

Crime and safety

Haabneeme reads as a quiet, affluent, low-crime suburb, consistent with Viimsi's wider profile. Estonia publishes crime only nationally and by county, so there is no standalone Viimsi or Haabneeme rate. The national rate in 2024 was about 206 reported crimes per 10,000 residents, and Harju county, which contains both Viimsi and Tallinn, sat below the three worst counties. Treat the number as national context, not a Haabneeme measurement.

Is this you?

If you want the most services, the shortest walk to a hypermarket and the parish's schools and spa on your doorstep, Haabneeme is Viimsi at its most convenient. If you would trade that for a garden, direct coastline and more space, and you do not mind driving for everything, the villa fringe at Randvere is the quieter, greener alternative.

How we source this

How we put this together. Gathered on the ground by our local field team and written up by the Apraiz research team. Every figure above carries its own source and date. The scores are not computed by the build; walking and transport will use open map and transit data first, then Apraiz's own model. We update prices quarterly, transport and amenities twice a year, and school data when the source publishes.
