Ülejõe

Part of Pärnu. locally just “Across the river”

Long Story ShortReadHide
  • What it is: the calmer, more everyday district across the river on the north bank, a bridge from the old town, mixing Soviet-era blocks, older wooden houses and new infill flats.
  • Who it suits: families, first-time buyers and older owners who want lower prices and quick access to the centre, and do not need the buzz on the doorstep.
  • What it costs: the most affordable apartments in the city, about 1 637 EUR / m² ≈ $180 / sq ft to buy.
  • What people complain about: thin independent café and restaurant life, mixed and ageing housing stock, and Tallinna maantee carrying through-traffic.

First impressions

Ülejõe means "across the river", and that is precisely what it is, the north-bank district a bridge from the old town. It is a mix of Soviet-era apartment blocks, older wooden houses and newer infill along Tallinna maantee and Roheline, with riverside walks and the Ülejõe park giving it green edges. It is less polished than the centre and more lived-in, and new residential projects are adding modern flats to the stock.

The trade is straightforward: you give up the old town's charm and buzz, and in return you get the lowest apartment prices in the city and a quick hop over the bridge to everything the centre has. There is far less of the tourist and seasonal swing here than on the beach strip.

Who lives here, and what the streets look like

This is a year-round residential district. Families, first-time buyers and older owners come for the lower prices and the quick access over the bridge, and unlike the centre or the beach it is not reshaped by summer tourism.

The streetscape is honest rather than pretty: Soviet-era blocks alongside older wooden houses and newer builds, strung along Tallinna maantee, with the Ülejõe park and the river bank as the green relief and the old town visible across the water. It is quiet and practical.

Getting around

The centre is a short walk or bus ride over the bridge, and Tallinna maantee is the through-route heading north toward the Tallinn road and the Via Baltica. The district is flat and bike-friendly, and buses connect to the central hub. The catch is the bridge dependence: almost everything in the old town is on the other side of the river, so a walk that would be trivial in a denser district becomes a deliberate crossing.

Daily life

Daily life leans on the district's own supermarket. Ülejõe Selver at Tallinna maantee 93a covers a full grocery shop without crossing the river, and the centre's market and Port Artur are one bridge away for anything more. For food delivery, Wolt and Bolt Food both reach the district, thinning toward its northern edge. Standalone independent cafés are genuinely sparse here, so for eating out most residents cross to the centre.

Local Places Worth Knowing

Independent and close by, chosen on merit. Nobody pays to appear here. Ülejõe is thin on its own venues, so one pick, Steffani, is honestly flagged as sitting just across the bridge, the place the district actually relies on for a meal out.

Schools and families

Pärnu families choose schools by catchment and preference rather than by any published table, and Ülejõe's calm, affordable streets make it a common family choice. Estonia, like Finland, publishes no per-school quality ranking. It is the sort of gap we would rather flag than fill, which is part of why we build these Pärnu guides the way we do. Check the specific schools and their admission before you sign a lease or purchase.

Kids Friendly. A calm, year-round residential district with the riverside park and walking paths, popular with families and first-time buyers for the space and lower prices.

Pet Friendly. Quiet residential streets and the Ülejõe park and river-bank paths make for easy dog-walking, with fewer café terraces than the centre and the dog-beach areas a longer trip across the river.

Green space, leisure and eating out

Green space here is the river and the park. The Ülejõe park and the north-bank walking and cycling paths give the district its open space, with the river separating it from the old town. Leisure and eating out are the weak spot, thin on independent cafés and nightlife, so for a night out or a restaurant meal residents cross the bridge to the centre, where the choice is.

What it costs

Ülejõe is the most affordable of Pärnu's apartment-heavy districts. Buying runs about 1 637 EUR / m² ≈ $180 / sq ft (LVM Kinnisvara, the 2023 Ülejõe median), well below the Kesklinn centre's €2,138. Estonia does not publish a per-district rent, so the Pärnu city 2-room band of around 420 EUR / mo is the guide, and as the cheaper residential option Ülejõe sits at or below it.

The honest downsides

It is short on street life. Independent cafés, restaurants and nightlife are sparse, so this is a sleepier, cross-the-bridge district, and eating out usually means the centre.

The stock is mixed and the main road is busy. Housing runs from ageing Soviet blocks to newer flats, with less charm than the centre, and Tallinna maantee carries through-traffic along the district's spine.

Crime and safety

Ülejõe reads as calm and ordinary, a settled residential district without the seasonal tourist churn of the centre or the beach. Estonia publishes crime only by county, so there is no standalone Pärnu or district figure. The 2024 national rate was about 206 registered crimes per 10,000 residents, and Pärnumaa is not among the four highest-crime counties, so it sits below or near that line.

Is this you?

If you want the lowest apartment prices in the city, a quiet year-round district and a quick bridge into the old town, Ülejõe is the practical, good-value choice. If you would pay more to live inside the buzz, on foot from the market, the theatre and the beach, the Kesklinn old town across the river is the natural alternative.

How we source this

How we put this together. Gathered on the ground by our local field team and written up by the Apraiz research team. Every figure above carries its own source and date. The scores are not computed by the build; walking and transport will use open map and transit data first, then Apraiz's own model. We update prices quarterly, transport and amenities twice a year, and school data when the source publishes.
